What is it with all these declarations?

Northamptonshire 352/7d & 26/0d

Leicestershire 38/2d & 186/4 (54.0 ov)

Leicestershire require another 155 runs with 6 wickets remaining

It seems so Mike, I've seen some of those also forfeit their innings without scoring any runs at all. This is teaching the English players to be strategists by forcing a result to the game.
