(CARICOM Secretariat, Turkeyen, Greater, Georgetown, Guyana) - Arising out of the decision of the Thirty Second Meeting of the Conference of Heads of Government of CARICOM held in St. Kitts and Nevis from 1st to 4th July 2011, when the Conference expressed serious concerns about the future of West Indies cricket and the need to address its long-term development, the Seventeenth Meeting of the Prime Ministerial Sub-Committee on Cricket (PMSC) was held on Monday 12 September at the Ministry of Foreign Affairs of Trinidad and Tobago, under the Chairmanship of the Hon. Baldwin Spencer, Prime Minister of Antigua and Barbuda.

The meeting was also attended by H.E. Bharrat Jagdeo, President of the Cooperative Republic of Guyana, the Hon. Bruce Golding, Prime Minister of Jamaica, and the Hon. Kamla Persad-Bissessar, Prime Minister of Trinidad and Tobago and Senator the Hon. Maxine McClean, Minister of Foreign Affairs and Foreign Trade of Barbados, and the Secretary General of CARICOM Ambassador Irwin LaRocque.

The Meeting held a critical and in-depth discussion on the current state of cricket in the Region and in particular the status of the relations between the West Indies Cricket Board (WICB) and the West Indies Players’ Association (WIPA).

In examining the issues related to governance of West Indies cricket, the Prime Ministerial Sub-Committee reiterated that West Indies cricket belongs to the people of the Region, to whom the stewardship of the game must be accountable.

The Sub-Committee put forward the following proposals for returning the game of cricket in the Region to its glorious past:
- Carry out an assessment of the prevailing arrangements for governance of West Indies Cricket to determine whether the best interests of cricket in the Region and of its people are being served;

- Revisit the recommendations of the Final Report of the Committee on Governance of West Indies Cricket of 2007 (“the Patterson Report”) to determine the extent to which their implementation would impact positively on West Indies Cricket, including its future development;

- Engage WICB, WIPA and other stakeholders in dialogue to ascertain their respective positions regarding the charting of a collective course forward, which would not only improve the arrangements for governance of West Indies Cricket but also the performance of our players.
