IS there a qouta based selection going on

I mean otherwise how could clueless players like smith and sammy be picked...is it being done to make all countries part of the team?? seriously there is an abundance of talent like barath for example is sitting outside for some mysterious injury which is continiung for the last 3 months...how could it be that fidel edwards or carlos brathwaite sits outside and sammy like fool plays the series
